Presenter Bios:

Paula DeSanto MS, LSW, CPRP, CCDP-D

Paula has developed programs that serve adults with mental illness and/or substance use issues for over 30 years.

She is currently the owner and director of Minnesota Alternatives, a program providing consultation, training, and outpatient substance use disorder treatment. She has a master's degree from Boston University in Psychiatric Rehabilitation Counseling, is a licensed social worker and is certified as a Co-Occurring Disorders Professional Diplomate.

She is an adjunct professor at the University of Minnesota in their newly developed Integrated Behavioral Health graduate program teaching about person centered interventions and the Minnesota Alternative Model of care.

Julie Bluhm, MSW, LICSW

Julie is the Clinical Program Manager for Hennepin Health, a safety-net accountable care partnership serving Medicaid enrollees in Minneapolis, MN. In this role, she leads the implementation and refinement of the Hennepin Health care model and integration of social service delivery to improve care and reduce costs for the complex members served by Hennepin Health's integrated care network.

Prior to joining Hennepin Health, Julie worked as the Program Director for a Children's Residential Treatment program, specializing in Trauma Informed Care and the use of Dialectical Behavior Therapy (DBT) in residential treatment settings. In addition to program leadership, Julie is a Clinical Social Worker, with experience providing direct Mental Health treatment to individuals and families with complex treatment needs.

Jennifer Garber, MA LICSW

Jennifer is the Director of Clinical Operations and Community Initiatives for Medica Behavioral Health. Jennifer has been with MBH for 7+ years in the role of Director of Clinical Operations; during that time she has had the responsibilities for clinical activities for Commercial, Medicaid and Medicare products in addition to working on key initiatives with providers, community groups and MN DHS, as well as other leaders at Medica.

Jennifer has a Master's degree from Grace Theological Seminary, and an undergraduate degree from University of Iowa. Jennifer is licensed as an Independent Clinical Social Worker. As a practicing clinician, she has worked in an EAP setting, with SPMI adults, on an inpatient dual diagnosis unit with adolescents and their families, and did MH emergency room assessments for a number of years. Jennifer has also worked in another Health Plan setting as a clinical manager.

Jill Petsel

Jill joined MRC as the Executive Director in June 2014. A person in long-term recovery for over six years.

She has twenty-five years of non-profit development and leadership experience. Jill serves on the Department of Human Services Alcohol and Drug Abuse Division Advisory Committee and the Minnesota Center for Chemical and Mental Health Advisory Council. She was recently selected by MARRCH to serve on a statewide committee that will begin preparations for an Excellence in Mental Health Act planning grant.

A graduate of Buena Vista University (Storm Lake, IA), she looks to build upon MRC's success to create a recovery friendly community and state.

Adam Fairbanks

Adam has worked in the field of harm reduction for the past 12 years. Through his experience with needle exchange and harm reduction groups, he understands that drug users themselves can improve their health and quality of life through education and safer use strategies. Since joining Valhalla Place in 2014, Adam has helped launch unique treatment based syringe exchange program and Naloxone distribution collaboration. Adam rejects the notion that people need to "hit rock bottom" before they can get better.

Laura Lathrop, DNP, MPH, APRN

Laura is an advanced certified hospice and palliative care specialist. She is the founder of Palliative Innovation, LLC founded with the mission to build palliative care capacity in our communities. Dr. Lathrop has a long history of providing primary care in nursing homes as well as palliative care on inpatient palliative consult services in four metro hospitals.

During this time she worked with persons with serious medical illness related to alcohol use and their families to relieve distressing symptoms and support sensitive discussions on goals of care.

We will provide a certificate of attendance for 8 hours of continuing education that attendees can submit to their licensing boards.
